It is with the greatest of pleasure that I welcome you to the FINA Development Centre, Kazan, one of four such centres around the world operating within the framework of various FINA Scholarship and Development Programmes.

Scholarships, clinics, training camps, schools and coaches' certification programmes, seminars and other events: you'll find them all here, underlining FINA's continuing commitment to the development of aquatic sports worldwide.

The FINA Development Centre, Kazan began operations in 2019, a priceless legacy of the 16th FINA World Championships and Masters Championships which were held in Kazan in 2015.

However, those championships and this centre are just two of the products of a long and fruitful collaboration between FINA and Russia. In 2025, Russia will once again become the centre of attention as the world's best athletes and their fans meet to celebrate the 21st FINA World Championships and the 21st FINA World Masters Championships, here in the Republic of Tatarstan.

Long may this special relationship flourish, and long may the FINA Development Centre, Kazan continue its work of raising standards in aquatics in Russia and across the world!

In 2025, Russia will again become the centre of attraction of the world's strongest athletes and their fans, as the Republic of Tatarstan won the right to host the 21st FINA World Championships and the 21st FINA World Masters Championships in 2025.

We are sincerely happy that the legacy of the 2015 FINA World Championships continues to live on, thanks to the opening of the FINA Development Centre. The Centre is serving not only as a training camp for representatives of the world swimming elite, but also as a basis for the development and education of future talents. We hope that in the future all six disciplines represented at the World Championships will be developing on the basis of this Centre. FINA fully supports the project and intends to continue cooperating in order to ensure the sustainable and stable work of the FINA Development Centre.

Russia and FINA have been fruitfully cooperating for many years. Mutual understanding and support were the essential factors for the successful staging of the 16th FINA World Championships and Masters Championships in Kazan in 2015. The championships will remain in FINA's history as an unforgettable milestone.

As part of the continuing partnership with the FINA family, Kazan has been operating the FINA Development Centre since 2019. The creation of the centre was a joined effort by both parties. The project allows Kazan to position itself both as a successful international event host, and as a progressive global hub for developing aquatics and sports in general. This is a significant milestone for anyone who is interested in aquatics. The Republic of Tatarstan has the unique experience and the essential resources that will ensure the optimal execution of FINA-sponsored projects. The city offers not just experience, but also infrastructure and the locals' love towards aquatics.

The professional partnership and close collaboration between the Republic of Tatarstan and FINA started developing as far back as during Kazan's preparation for the 16th FINA World Championships. Moreover, we are still working together to this very day. Every year, starting from 2014, the Aquatics Palace in Kazan hosts an event of the FINA Diving World Series. In 2016, Kazan hosted two Junior World Championships: one in Diving and one in Artistic Swimming.

In 2018, it also started hosting events of the FINA Swimming World Cup; and in 2019, events of the FINA Artistic Swimming World Series. In 2015, Kazan became famous for hosting the FINA World Aquatics Championships. The tournament was a great success and became an impetus for the further development of swimming as a sport in our country. I am absolutely certain that the FINA Development Centre will provide us with even more opportunities for the development of aquatics. It is strategically important that the Centre provide its coaches and officials with the best possible training opportunities in each of the six FINA aquatic disciplines.

Moreover, the Centre's scholarship holders have a chance to participate in all-Russian swimming competitions alongside our top athletes in the interest of sportsmanship and maximising their potential.

Sport always was and still is one of Russia's main national priorities. Sports help create a pleasant environment for citizens, develop international relationships, reinforce a positive national image and showcase our friendliness and openness to the world.

After Kazan successfully hosted the World Summer Universiade, the Directorate for Sports and Social Projects never disbanded, instead continuing its work. Since its founding, the Directorate has hosted a total of over 100 events, most of which were recognized as resounding successes. Like the 2013 Universiade, the 16th FINA World Championships held in Kazan in 2015 became one of the most successful and large-scale events of its kind, according to FINA leadership. The figures speak for themselves: the Universiade's total television audience was estimated at 3 billion people, while the FINA World Championships' audience reached a total of 6.8 billion.

Our cooperation with FINA has been fruitful. Together we took part in the educational programme for the development of aquatics and opened the FINA Development Centre in Kazan to promote aquatics and improve the skills of athletes, coaches and officials for them to participate in world championships as well as the Olympics.

FINA's main development goal is to promote aquatics around the world by increasing cooperation and interaction with national swimming federations. It is, of course, strategically important to provide coaches and officials with the best possible training opportunities in each of the six FINA aquatic disciplines to ultimately help athletes maximise their potential.

The Kazan Development Centre provides foreign athletes with first-class services and superior conditions for professional growth. Staying in Kazan means athletes can take part in competitions held under the auspices of FINA, such as the World Cup or the World Series (which are held annually in Kazan) without any extra travel costs and with the opportunity to compete in their home pool.

On behalf of the FINA Development Centre in Kazan, I would like to thank the national federations, coaches and parents of athletes for trusting us and choosing Kazan to host such an important stage in the development of their careers.

On our part, we will make our best effort to provide scholarship holders with first class services and comfortable accommodations. We are convinced that through FINA's support we will be able to pave young athletes' way to world championships and, ultimately, the Olympics.
